The Association of Atlantic Universities (AAU) and Maritime Provinces Higher Education Commission (MPHEC) Advisory Committee on Information and Analysis

Terms of Reference

Purpose

  1. To advise and assist the Maritime Provinces Higher Education Commission, an agency of the Council of Atlantic Premiers, in ensuring the availability of information and analysis products and services needed to meet the needs of Commission stakeholders and to support development of effective post-secondary policies, programs and initiatives.

Functions

  1. To that end, the Committee shall:
    • periodically review the Commission's existing data and information products and services in light of emerging/continuing needs and availability of resources, including consultation with stakeholders as appropriate;
    • provide the Commission annually with a report containing the assessment of current information and analysis products and services and recommendations for changes or additions;
    • provide the Commission annually, prior to the business plan, with priorities for research and other special projects and assist in carrying out projects as appropriate;
    • act as a steering committee for identified research projects (e.g. the Graduate Follow-up Survey Program, the Accessibility study) and/or propose that the Commission set up a separate sub-committee if this is considered necessary; and
    • recommend participation/attendance of Commission members or staff on external committees where this would strengthen Commission knowledge of trends and issues (e.g. AAU, Research Vice-Presidents' Committee, Labour Force Development Board PLAR committee, etc.)

Membership

  1. The Committee is composed of a maximum of 8 members, including the Chair.
  2. Each member is appointed for a three-year term, normally renewable only once.
  3. Three members are Commission members and appointed by the Chair/CEO.
  4. Three members are appointed by the AAU.
  5. At least one, but ideally two committee members is a student.

Ideally, in addition to providing insight into the needs of the postsecondary education community in the area of information and analysis, the membership of the Committee also covers the following:

  1. Expertise in the information and analysis need of the provincial departments responsible for higher education.
  2. Expertise in the area of post-secondary finances and/or the Commission's finance committee.
  3. Expertise in data collection.

Chair

  1. The Chair of the Commission appoints the Chair of the Committee from the members.
